100% and 100% permanent and total are not the same thing

These two phrases get collapsed into each other constantly, and several benefit programs punish the confusion. This page explains the difference and how to tell which one your own VA paperwork states. Educational only: we explain documents; we never assess anyone’s claim.

The difference in one paragraph

A 100% combined rating is a schedular figure: the result of combining your condition ratings under 38 CFR §4.25. It can be temporary, and it can be re-examined if VA expects a condition to improve. Permanent and total (P&T) is a separate determination that the disability is total and not expected to improve, so no future routine examinations are scheduled. A veteran can hold a 100% rating without P&T status, and a veteran whose 100% comes through individual unemployability can be certified P&T.

Why programs care about the difference

Some programs key off the P&T certification specifically, not the number. The clearest verified example in our list is Florida’s total homestead property tax exemption: the statute requires a letter certifying total and permanent service-connected disability, and a 100% rating alone is not the same thing.

A 100% rating reached through individual unemployability may count for such programs when VA certifies it permanent and total; the deciding agency, here the county property appraiser, makes the final call on the documentation.

How to tell which one you have

Your rating decision letter and VA benefit summary letters state it. Language about a permanent and total determination, or the absence of future examinations, is the signal; a bare 100% figure is not.
