What “bilateral factor” means on a VA rating decision
The bilateral factor is an additional amount VA adds when you have service-connected disabilities affecting both the left and right of a paired set of limbs, such as both knees or both arms. The paired ratings are combined first, then the factor is added, before your other ratings are combined in.
